Job Summary TOTAL COMPENSATION: $75,976.
29 - $106,292.
66 Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave).
The actual total will vary depending upon each employee's enrollment choices.
The starting pay will begin at $28.
54 on the pay scale, will have a pay increase after six (6) full months of employment and will have annual increases thereafter, maxing out at the top step of the pay scale*.
This position is grant-funded through 2026; however, it is the intent of the Sheriff to secure permanent funding for this position.
As with all public civil service positions unforeseen budgetary issues could impact future funding.
This analyst position will support commissioned and non-commissioned Spokane County Sheriff’s Office [herein referred to as Agency] employees, along with regional law enforcement partners through performance level strategic and tactical work.
Incumbent will pro-actively monitor camera systems and Computer Aided Dispatch (CAD), as well as other external software assets relating to real time law enforcement situations and activities.
Incumbent will receive, evaluate, and transmit information to both internal and external agency law enforcement officers and first responders, providing situational awareness updates, utilizing police radios and telephones to transmit information for priority calls, and will work in conjunction with analyst partners across several external agencies.
This position will work within a multi-county, multi-state network, requiring communication across multiple platforms simultaneously in a high stress environment.
This non-commissioned classification provides real-time assistance and intervention with the objective to prevent injury to the public and damage to infrastructure or property and is tasked to monitor for public disturbances, identify real threats, and provide video evidence and testimony in related cases; work is performed according to Agency policies and procedures.
The Real Time Crime Center (RTCC) Tactical Analyst reviews, edits, and creates digital evidence for deputies, detectives, attorneys, courts, open record requests, and other law enforcement partners under the supervision of the Agency’s Regional Intelligence Group (RIG9) leadership, who will review work methods, records for accuracy, effectiveness, and for adherence to required regulations.

Examples of Duties The following duties ARE NOT intended to serve as an exclusive list of all essential job functions performed by all employees in this classification, but only as a representative summary of the primary job functions and responsibilities.
Incumbent may not be required to perform all job functions and may be required to perform additional, position specific tasks.
Responsible for monitoring, interpreting, and relaying information in-between law enforcement databases and public safety systems, through means of listening to public safety radio transmissions, monitoring calls for service on CAD screens, and viewing necessary public-private video assets and resources; track and operate various camera and public safety communication systems, security camera networks, License Plate Reader (LPR) data and alerts, and other relevant systems used to support law enforcement to provide situational awareness updates to responding officers in support of in-progress, planned and unplanned special events, and recently occurred incidents, including tracking evolving situations, identifying possible suspects and/or suspect vehicles, locating fleeing suspects, and calling for additional resources.
Responsible for reporting any criminal, unauthorized, or irregular activity to corresponding public safety dispatchers and/or on-scene/appropriate law enforcement officers, as well as virtually assist in the response to in-progress incidents through communication and direction; observe, detect, and appropriately report to dispatchers and responding personnel elements of crime that are observed through video streams; recognize suspicious behavior and circumstances appearing on video feeds, and when appropriate, record date, time, and camera location; digitally record potential illegal or suspicious activities, when appropriate.
Set-up and provide video monitoring of activities during special events, protests, and large gatherings; monitoring will be done in the RTCC with occasional request to work at a Command Center post, when necessary; assist operational and administrative personnel in planning the deployment of resources for the suppression of criminal activities.
Communicate with other departments, units, vendors, service providers, system users, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, give direction, and/or receive information.
Acquire, store, and retrieve data, reports, and other crime-related information from law enforcement databases; respond to requests for video evidence at all stages of critical incidents as well as to post-incident investigations; research historical video evidence; create, review, edit files, and share evidence with external law enforcement partners, upon request; access servers and storage media to locate specific video footage, when necessary.
Review daily bulletins and analyze crime statistics, incident reports, and CAD data to remain current on wanted and active criminal suspects, stolen vehicles, and other crime and officer safety concerns; issue special bulletins, alerts, or other notices to law enforcement agencies and applicable groups identifying significant criminal activities and/or serious hazards; prepare information packets and distribute announcements for Agency Public Information Officer, external law enforcement agencies, and civilian entities on current crime trends; prepare incident, supplemental, and investigative reports that are clear, concise, and accurate.
Attend and/or conduct staff meetings to exchange, present, or relay information; notify Agency supervisory staff of important and/or critical incidences; accept direction and carry out assigned tasks; maintain security and integrity of all information.
Provide court testimony on the validity and authenticity of retrieved video footage.
Perform other duties as assigned.
Minimum Requirements Must be a citizen of the United States or a lawful permanent resident who can read and write the English language; high school diploma or GED.
In addition to the above requirements, applicants must qualify in at least one of the following categories: Obtained a Bachelor’s Degree or higher from an from an accredited college or university with a major in Criminal Justice, Criminology, Information Systems, Information Technology, Cybersecurity, Computer Science or closely related field, PLUS an equivalent to at least one (1) year of full-time professional experience in crime analysis, public safety communication, law enforcement, or analytical work in the criminal justice arena or closely related law enforcement field.
Obtained an Associate’s Degree from an accredited college or university with a major in Criminal Justice, Criminology, Information Systems, Information Technology, Cybersecurity, Computer Science or closely related field, PLUS an equivalent to at least two (2) years of full-time professional experience in crime analysis, public safety communication, law enforcement, or analytical work in the criminal justice arena or closely related law enforcement field.
Has an equivalent to at least four (4) years of full-time professional experience in crime analysis, public safety communication, law enforcement, or analytical work in the criminal justice arena or closely related law enforcement field.
Incumbent is required to undergo and successfully complete a full background investigation with the Spokane County Sheriff’s Office’s Background Investigation Unit prior to hire.
