Closes: April 8, 2024 Starting Range: $105,591 to $138,352 Full Range: $105,591 to $155,483 Job Description The Hydro Compliance Manager is a key contributor within Avista’s Clean Energy leadership team.
This role is essential to ensuring Avista’s hydroelectric facilities meet Federal Energy Regulatory Commission (FERC) and state dam and hydro safety requirements.
The Hydro Compliance Manager leads Avista’s hydro public safety programs and is a co-lead for the dam safety program.
The role requires close coordination and collaboration with Avista’s Clark Fork and Spokane Hydro License Managers, Plant Managers, Hydro Engineers, Chief Dam Safety Engineer, and the entire dam safety team.
One key component of the role is strategizing, planning, and overseeing hydro public safety emergency planning and exercises.
The individual in this role is a key leader in the dam safety program; planning for inspections and ensuring oversight, tracking, reporting and document management for these activities as well as all hydro related maintenance and construction efforts.
The Hydro Compliance Manager leads a dynamic team that is directly responsible for hydro public safety, FERC filings, database management and record-keeping, GIS mapping, and water rights administration.
This includes planning, updating, and carrying out Emergency Action Plans and exercises to ensure that public safety systems related to dams are up-to-date and effective, and that timely and accurate filings are made to the FERC.
In addition, the role leads planning and delivery of public outreach efforts related to Avista’s dams.
This role leads responsibility for updating and maintaining Avista’s Owner Dam Safety Plan.
In collaboration with dam safety engineers, hydro plant staff and others, the Hydro Compliance Services Manager helps plan for inspections and follow up work plans and responses.
These responsibilities encompass a wide range of regulations which continue to evolve.
In addition, the role is responsible for managing Avista’s water rights in support of the entire utility and engaging in water right adjudications in several states.
Good relationships and collaboration are key to success in this role.
These are developed with internal leaders who work on Avista’s hydro system from multiple departments in addition to a range of outside stakeholders.
Important outside stakeholders include leaders at local governments, FERC, and other agencies.
The Hydro Compliance Manager is part of a leadership team oversee FERC licenses on two river systems, a wide range of hydro-related agreements, corporate environmental stewardship, and real estate.
Requirements Bachelor’s degree required.
Advanced degree preferred.
5+ years of utility, consulting, governmental or other related experience preferred.
3+ years of leadership experience preferred.
Demonstrated ability to monitor and interpret laws and regulations, plan compliance, manage compliance tracking and related documents or related activities preferred.
Demonstrated knowledge of some aspect of FERC/state hydro-related requirements or guidelines preferred in areas such as hydro safety, public safety, dam safety, or related areas.
Knowledge in related environmental areas, including water rights, is a plus.
Effective communications, interpersonal, and organizational skills are required.
Attention to detail, editing and proofreading skills are essential.
Ability to develop and lead new strategies related to areas of accountability and facilitate implementation across diverse groups required.
Ability to foster collaboration with other leaders and with internal/external stakeholders and regulators are essential.
