POSITION SUMMARY Responsible for the efficient administration and planning of the day-to-day operations of Tribal Family Medical Leave (TFML), Leave of Absence programs, group benefits programs (group health, dental, vision, short-term and long-term disability, life insurance, voluntary insurance options, workers' compensation, retirement plans, etc.
).
This position continually monitors systems and processes to improve existing procedures and communication.
GENERAL ACCOUNTABILITIES (The following statements are intended as general illustrations of the work in this job class and are not all inclusive for specific positions.
) Serve as primary contact for plan vendors and third-party administrators.
Coordinate transfer of data to external contacts for services, premiums, and plan administration.
Evaluate and revise internal processes to reduce costs and increase efficiency.
Document and maintain administrative procedures for assigned benefits processes.
Ensure compliance with applicable Tribal, State and Federal regulations.
Ensure timeliness and accuracy of required reporting and fees.
Coordinate daily benefits processing.
Including enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, workers' compensation claims, rollovers, distributions, and compliance testing.
Maintain personnel benefits files and group benefits database and update payroll records accordingly.
Gather personnel data and process monthly billing reconciliation and the preparation of invoices for payment of administrative fees for all group plans.
Audit the accuracy of all benefit and leave of absence data and personnel files.
Survey and forecast industry trends.
Analyze complex benefits information.
Provide guest service support to internal and external guests.
Develop and implement communication tools to enhance understanding of the company's benefits package.
Design and distribute materials for benefits orientations, open enrollment, benefit & health fair, and summary plan descriptions.
Facilitate Benefits presentation and enrollment during new hire process, new hire orientation, status changes and qualifying events.
Adhere to and act in accordance with all Company policies and procedures, and applicable Tribal, federal, and state regulations.
Perform other duties as assigned.
JOB QUALIFICATIONS Bachelor's degree in business administration or related field, and three (3) of related benefits or employee benefits and ACA administration experience with like size or larger company.
An extensive combination of experience and education may be considered in lieu of degree requirement.
Professional Certification preferred.
Proven knowledge of all pertinent regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, COBRA, and Social Security and DOL requirements.
Computer proficiency and technical aptitude with advanced knowledge and skill using Microsoft Office Suite.
HRIS (HCM), TPA Service Software and benefits databases.
Demonstrate effective and proficient planning and priority setting skills.
Demonstrate ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Demonstrate strong analytical skills and a thorough knowledge of plan designs.
Demonstrate advanced knowledge of benefits contract language.
Demonstrate excellent communication and organization skills.
Demonstrate competency to follow detailed procedures and ensure accuracy in documentation, carefully monitoring processes and routine work details.
Demonstrate ability to clearly present information verbally and in writing; read and interpret complex information; actively listen and talk with guests and team members.
Demonstrate a calm demeanor during stressful situations.
Demonstrate a high level of service delivery to ensure guest and team member satisfaction; handle service failures and prioritize guest and team member needs.
Prepare for known problems and opportunities in advance; willingness to undertake additional responsibilities and respond to situations as they arise.
REGULATORY AND COMPLIANCE RESPONSIBILITIES In addition to the other duties described herein, every team member has the following responsibilities related to compliance with laws and regulations: Obtain and maintain a STGC License (Class C).
Attend required training sessions offered by the Spokane Tribe Casino Perform the duties described in compliance with local laws and regulations.
Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to benefits.
Comply with Internal Control Procedures, policies, and procedures.
